I. Bidding Conditions:

The Northwestern Polytechnical University Gaoxin Building No. 2 Comprehensive Workshop Main Gate and Third-Floor Room Renovation Project has been approved for construction. The project funding source is self-raised funds (donations). The procurer is the Institute of Unmanned System Technology, Northwestern Polytechnical University. This project meets the procurement conditions, and bidding is now open.

II. Project Overview:

Project Overview: This project mainly involves the renovation of the main gate and some third-floor rooms of the Northwestern Polytechnical University Gaoxin Building No. 2 Comprehensive Workshop. This includes the demolition of the old main gate and installation of new glass doors, an access control system, and a facade logo. The third-floor rooms will be converted into exhibition halls, including the demolition of existing doors, windows, ceilings, and flooring, and the installation of new ceilings, walls, flooring, a lighting system, a ventilation system, a power supply system, and exhibition panels.

III. Supplier Qualification Requirements:

1.Suppliers must have independent legal person qualifications and possess a valid enterprise legal person business license (with a unified social credit code).

2.Suppliers must have a General Contractor qualification for building construction or a Professional Contractor qualification for building decoration and renovation at Grade II or higher, and a safety production license.

3.Comply with Article 22 of the “Government Procurement Law of the People’s Republic of China”;

(1) Possess the ability to independently assume civil liabilities;

(2) Have a good commercial reputation and a sound financial accounting system;

(3) Possess the necessary equipment and professional technical capabilities to perform the contract;

(4) Have a good record of paying taxes and social security funds in accordance with the law;

(5) Other conditions stipulated by laws and administrative regulations.

4.Qualification requirements for implementing relevant policies:

(1) Within three years prior to participating in procurement activities, there should be no major illegal records in business operations. Specifically, suppliers listed as dishonest debtors or parties involved in major tax violation cases on the “Credit China” website, or listed in the record of serious illegal and dishonest government procurement acts on the “China Government Procurement” website (where the penalty period has not yet expired) before the response deadline of this project, shall not participate in the procurement activities of this project.

(2) Different suppliers whose person in charge is the same person, or who have a direct controlling or management relationship, shall not simultaneously participate in the procurement activities of this project.

(3) Suppliers who have a conflict of interest with the person in charge of the procurement project, which may affect the fairness of the procurement, shall not participate in the procurement activities of this project.

(4) Consortium bids are not permitted for this project, and subcontracting is not accepted.
